Personality: Billy was very strongly shaped by the loss of his parents. He resented his father for leaving the family when Billy was 10, though Billy tried to become the ‘man of the house’ in his father’s absence. After his mother was killed by Wels, Billy joined the Ethos Church to become an Etone like Bishop Stone, who rescued him and his sister. The return of his father, Jessie, cemented his resolve. Jessie strongly opposed the church, showing up to their facilities drunk and sabotaging their efforts. For Billy, being pious, responsible, and temperate are acts of rebellion against his carousing father (though his desire to reconcile with his dad shows through as he uses Jessie’s old guns as a weapon, lives in his childhood house, and adopts some of the same cowboy fashion). He became a Priest as well as an Etone, partially because he wanted to imitate his hero, Bishop Stone, but also because he wanted to help heal wounds instead of just fighting against the bad guys.
Billy’s strongest drive is to protect other children like himself and his sister. He is not the type to sit and complain, but instead becomes the change he wants to see in the world. He trained to become an Etone (the Church’s gun-toting, mutant-exterminating force) so that he would have the strength to protect others from the Wels who murdered his mother. Struggling to support himself and his sister during his training, Billy almost sold his body for 3000g, but ultimately decided against it. When his church missions put him in contact with other children orphaned by Wels, he converted his childhood home into an orphanage to care for them. He also completed training as a priest, and functions as a healer as well as a fighter. He likes to be recognized for these achievements, not really seeing ‘pride’ as a sin to avoid.
Although he placed his faith in the Ethos Church and in Bishop Stone, Billy harbored some pretty deep trust issues for authority figures. He openly resented his father Jessie’s return when he was 14, though he tolerated his presence at their house for his sister Primera’s sake. Even after his father explained his absence and almost sacrificed himself to defeat Stein, their relationship remained strained, with Billy feeling jealous that his sister called out for their father and still won’t say his name. Billy supported Primera even while she was in the church’s ‘care’, and as soon as Billy was able to provide for other orphans, he did rather than bring them to the Ethos Headquarters. He was alienated from the other Etones, who considered his withdraw from life in the Church in order to care for the orphans as a betrayal to their order.
Billy is more at ease with young people, especially his sister and the kids at the orphanage. He trusts the orphans to watch over one another when he is away on missions and to send him his gear when it is needed. He at first refused Bart, Elly, and Citan’s offer of help on a dangerous mission, only allowing their aid at Bishop’s Stone’s insistence; however, he reluctantly begins to confide in Bart and Elly as they begin traveling together, and joins them for good after the Ethos HQ is destroyed. He also gets along well with Margie, with whom he can discuss religious differences, and Sigurd, whom he knew from his childhood.
Billy oscillates between reserved politeness and acerbic rudeness, depending on how much he respects the person he is interacting with and in what role he is approaching them. With most people, he is perfectly civil, especially when he is acting in his role as a priest, or when his dad is present (in order to further highlight how different he considers the two of them). However, Billy has little patience for anyone who acts like his father, so anyone who is rude, brash, or irresponsible gets Billy’s scorn. He and Bart bicker often, as they are virtual opposites, though it turns into friendship as they help one another through their various quests. Billy is also pretty short with the two younger elements, whom act unprofessionally as they fight. He can be outright rude to his father, even after their reconciliation, even telling him to ‘Shut up’, and in front of a queen, no less.
According to the Perfect Works Art Book, Billy is very sensitive about being mistaken for a girl because of his looks. He keeps his hair short because of this (most of the other men in the game have long, flowing anime locks). This complex might have been exacerbated by his mother’s desire for a daughter when he was born. She wanted an ‘Ashley’, and insisted on calling him ‘Billy Lee’ as a compromise.
In terms of skills, Billy has worked hard to master three different types of guns (hand guns, shotguns, and the ether-guns he designed for himself). He is a crack shot, though his talents cause him to be overconfident at times. He wrongly assumed he could solo-quest a ship ful of Wels when he first appeared in the game, and later assured the team he could fire an ancient beam cannon, which actually took him three shots to make. Still, with his healing spells and long-ranged attacks, he can usually hold his own.

My name is Billy. I arrived here recently. I wondered if anyone knows about elemental crystals, or where to find them. I want to use them to channel ether, or –magic-, through bullets, but none of the townspeople have been able to help me out.
If I can get my hands on some, I am sure I can figure out how to create bullets from them. If anyone else uses a gun and wants to try the ether bullets out, I will gladly share my knowledge once I’m done.
